PHC Reclamation, Inc. (PHC-REC) is a professional consulting engineering firm registered with the Wyoming Secretary of State's Office and the Wyoming State Board of Registration for Professional Engineers & Professional Land Surveyors.  PHC-REC specializes in mining, environmental and reclamation services and is a recognized leader  in the use of mycorrhizal fungi for the establishment of vegetation on lands distressed  by mining activities.  PHC-REC professionals have dedicated much of the workloads over the past 23 years to the investigation, inventory, design, construction management and revegetation of mine land reclamation projects.

PHC-REC professionals have provided engineering, design, management, consulting, inventory, investigation, and construction management services for numerous reclamation projects throughout the United States including: Ohio AML reforestation projects (1982-2003); Pathfinder Mines Corporation (Shirley Basin, WY); American Nuclear Corporation (Gas Hills, WY); Homestake Mining Company (Pitch Mine, CO); Kennecott Utah Copper; Kennecott Minerals Corporation (Ridgeway, SC); Utah AMR Trespass Mine Closure; Utah AMR Silver Reef; Utah AMR Horse Canyon Mine Fire; and Wyoming AML Projects 7-II, 8.1, 8.1-II, 9B-2, 12, 12C, 12D, 13, 16K, 17C, 17E and 17F.  Two of these projects received national awards for achievement from the U.S. Department of the Interior, Office of Surface Mining, Reclamation and Enforcement Division and three projects received reclamation awards from the State of Utah.  Our size allows our key individuals to take a direct role on projects insuring consistent, responsive and professional service to our clients at competitive costs.

Global Information System (GIS)

Maintaining rapid accessibility to a variety of data types can be a time-consuming task. PHC-REC's GIS professionals provide the technology and information management expertise to make your information more accessible and easier to use. We are experienced in applying computer-based ArcGIS technology to provide solutions to inventory, investigation, mapping, environmental, reclamation, and engineering projects.

PHC-REC has extensive experience with preparing databases to store and retrieve investigation and inventory data for thousands of abandoned mine lands hazardous mine openings and features.  Our expertise in engineering and environmental science is complemented by the skills of our employees' understanding and use of GPS surveying, digital mapping, and GIS project management. PHC-REC's staff has extensive experience in design, creation, analysis, and distribution of GIS digital data layers.

One of our primary GIS services is developing customized applications for our clients. We have an array of tools at our disposal to design, develop, and assemble GIS applications tailored to match our clients' individual needs. PHC-REC maintains a dedicated, full-service group of GIS data management professionals who have experience in custom design using industry standard tools, data analysis and modeling, and custom mapping.

PHC-REC works with each client to design effective GIS systems for the management, analysis, and display of geographic information that supports several views including Geodatabase, Geovisualization, and Geoprocessing.  Together, all three views are critical parts of PHC-REC's complete GIS package and are used at varying levels in all GIS applications to fulfill our client's needs.


Solid Waste/Landfills

PHC-REC provides comprehensive solutions to meet your solid waste and landfill construction and restoration problems. Our experience and expertise includes planning, disposal, encapsulation, designing and construction management of solid and hazardous waste landfills. This expertise and experience translates to cost-efficient methods in the construction, reclamation, revegetation, and management of solid waste and landfill sites for our clients.

PHC-REC has the staff and experience to manage all facets required to design, reclaim, and revegetate solid waste and landfill facilities. We provide technical assistance throughout the complex and varied design and construction management phases of the project. PHC-REC has considerable experience in landfill restoration and reclamation, remediation and post-closure activities. We have conducted landfill assessments, provided sediment control to ensure compliance of the SWPPP, prepared and evaluated reclamation and restoration alternatives, and implemented construction quality assurance programs in accordance with local and federal regulations.

Every solution we propose begins with identifying our clients needs and objectives and evaluating how best to meet them in the context of the applicable regulations. The results are effective, cost efficient and successful projects.


Stream Restoration and Bank Stabilization

PHC-REC designs and engineers hundreds of feet of streams and channels each year for private landowners and government agencies including the Wyoming Department of Environmental Quality - Abandoned Mine Lands Division (AML) and the United States Department of Agriculture - National Park Service.  Each project that we design is constructed to fit the unique aspects of the existing or proposed stream features and geomorphology.

PHC-REC has extensive experience and understanding of the physical processes that govern stream behavior and the various methods available for restoration and protection.  The existing high rate of failure throughout the western United States for stream restoration projects points to the need for a firm who has the knowledgeable and experience to review and incorporate the information required to design projects for long term success in restoration and stabilization.  PHC-REC's professionals possess the experience and expertise required to provide our clients unequaled knowledge of negative influences that effect stream stabilization including altered stream flow, unstable stream banks, and excessive sedimentation.

PHC-REC's innovative approach to stream restoration and bank stabilization projects does not attempt to return the stream to its original condition; it allows the stream to operate more efficiently within its current environment.  Riparian buffers are installed to improve water quality, polls and riffles are built into our designs to improve fisheries, and floodplain's are created to help store floodwaters and sediment.

PHC-REC engineers have been contracted to use their experience in hydrology to develop flood control and sediment control systems, water monitoring programs, water quality analysis, wetland delineation design, and to plan for the development and conservation of surface water resources.


Hydrology

PHC-REC has extensive experience and understanding in the field of hydrology.  To assist our clients in the decision making process where water is the major component of concern, our staff is very versed in analyzing the occurrence, distribution, movement, and properties of the earth's waters.  Environmental issues go hand in hand with the natural waters found in any area and it is very important to clearly understand how water effects and affects an ecosystem.

PHC-REC's innovative approach to the field of hydrology allows our team of professionals to investigate, design and implement designs to improve site conditions degraded by previous mine related activities. PHC-REC is able to analyze complex rainfall-runoff models with the most up to date computer modeling system to provide our clients with a comprehensive solution to their hydrologic problems.

Historic Structure Stabilization, Preservation, Rehabilitation, and Restoration

The lack of engineering firms in the western United States that specialize in historic preservation makes PHC-REC very unique.  PHC-REC has extensive award-winning experience and knowledge in the design, stabilization, and reconstruction of historic structures.  PHC-REC engineers have been involved with numerous preservation projects in Wyoming, Colorado, and Montana.  All of these projects have adhered to the Department of Interiors standards on preservation of historic structures, the International Existing Building Code, and the State Historic Preservation office.  Our staff has been involved in all aspects of historic structure restoration including investigation, design, stabilization, preservation, and rehabilitation.      

PHC-REC's staff of professional have the ability to assure quality in the completed construction project by providing timely and professional administration of the construction contract, including evaluation and bid management, assistance with contractor selection, construction inspection and testing services, and the processing of contractor pay requests.

Geology / Geomorphology

PHC-REC is staffed and supported by professionals experienced in geology and geomorphology.
Geological services provided include geologic mapping, geologic investigations, subsurface and surface investigations, mining geology, site characterization, the design and application of drilling programs, monitor and water well construction, cross-section preparation, and mine development.   

PHC-REC can design and complete geomorphologic investigations and evaluations, the design of stable drainage systems, probable hydrologic consequences modeling and hydrologic and water quality monitoring.
