projects for the reclamation and construction industries.  We utilize cost and schedule control systems to track multiple projects simultaneously.  These control systems allow us to efficiently relay the current budget and completion status of projects to our clients.   PHC-REC's construction group acts as our clients' agent providing construction inspection, contract administration and construction monitoring/management services.  </div> <bR> <div> PHC-REC's construction management group is experienced in all phases of mine reclamation projects including tailings removal, streambed and streambank restoration, cover system construction, containment system construction, wetland mitigation, hazardous opening closures, bat gate construction and installation, underground coal mine fire mitigation, and revegetation.  For general construction projects, our construction management group is experienced in large earthwork projects, facility decommissioning, historic cabin projects within the mine reclamation and construction fields.  Our construction group completes the “hands on” aspect of mine reclamation and construction projects.  Preserving our client's interests while effectively keeping the projects`s cost low are the primary goals of the <B>PHC-REC</B> construction group.  </div> <bR> <bR> <bR> <bR> <bR> <div> The <B>PHC-REC</B> construction group has completed numerous revegetation projects that include the application of soil amendments (compost, lime, etc.), fertilizer, and seed.  Our staff has many years of experience in the closures of shafts and adits.  Our expertise also includes the application of polyurethane foam (PUF) with our foam pump and also with bagged foam.   We are experienced in the fabrication and installation of bat gates.  </div> <bR> <bR> <bR> <bR> <bR> <div> <B>PHC-REC's</B> construction group is also experienced in the construction, operation, and maintenance of both process and storm water solution systems.  We have constructed and maintained various sediment control and best management practice features such as silt fences and erosion control mats.  <B>PHC-REC</B> has experienced equipment operators for all
